Kings Langley Angling Society
(1) The title of this association shall be “KINGS LANGLEY ANGLING SOCIETY” hereafter
referred to as the Society.
Objectives
The objectives of the ‘Society’ shall be to organize the anglers of Kings Langley and the surrounding area, bringing them together for the betterment of the sport of angling.- By bringing them together both at the waterside and socially.
To provide them with access to fishing waters ourselves and in association with other clubs and societies.
- Joining with National and Regional governing bodies of the sport for the mutual benefit of all.
To encourage all members to enjoy the sport of angling. To respect and enjoy the countryside and the rights of other users of the waters they may be fishing.
- To arrange contests between themselves and with other clubs and societies, to encourage friendship and the exchange of information to advance the knowledge of anglers.
- To encourage and teach younger members the skills of angling and respect the environment.
Child Protection
The Society is intent that children, young people and vulnerable adults will find angling a safe environment in which to have fun, learn and develop. We will seek to ensure this by following the guidelines set out in the Joint Angling Governing Bodies (JAGB) Child Protection Policy Document.
Dont's
- Use any rag or towel to handle fish (wet hands only). Fish to be unhooked in landing net or on wet unhooking mat.
Leave any gate on society waters open or unlocked.
- Damage any tree, shrub, fence or property on or surrounding society waters.
Injure or cause to be injured any wildlife. Any injury to wildlife however caused, should be reported at once to a committee member.
- Light any fires (except any ordered by the water management during work parties).
Leave any litter, broken line or hooks.
- Use more than one rod at any time on Gaywoods Pool. Three are allowed on the main lake. All Rods to be within easy reach.
Use more than one hook on any one line, except snap tackle or spinners.
- Fish within seven metres of another member, except by mutual consent or where pegged.
Use landing or keep nets that are not made of knotless materials. Keep nets shall have a minimum size 50 centimetres across and 3 metres in length. Keep nets must have carp sack material in at least three bottom sections.
- Take fish other than by rod and line.
Use hooks other than barbless on society waters.
- Use treble hooks other than for pike fishing. These must also be barbless.
Leave rod or line in the water unattended.
- Bring any Dog to the lake or its surrounding Nature Reserve.
Fish the inlet or outlet culverts.
- Remove or Transfer fish for any reason whatsoever.
(2) The business of the society shall be conducted by the management committee. This shall consist of a chairperson, secretary and treasurer and up to two non-portfolio members. There shall be not less than eight committee members (not less than three officers and three committee members shall be present to form a quorum).
All officers shall be elected at an A.G.M. and shall hold office for three years committee members shall be elected annually.
Any committee member failing to attend three successive meetings without an apology or reasonable excuse will be automatically expelled from the committee. The treasurer’s accounts shall be submitted at each A.G.M. and be countersigned by two auditors.
Nominees for the management committee shall have at least three years full membership. Nominees for committee shall have at least one year’s full membership. (Other than in exceptional circumstances, at the discretion of the officers and ratified at an A.G.M.)
(3) An Annual General Meeting will be held on the third Friday in February. An Extraordinary General Meeting may be called, provided that a proposal for such meeting is submitted to the secretary or chairperson in writing at least 21 days before such meeting is to be held. The proposer and at least ten percent of the membership supporting (seconding) the proposal must sign the proposal. The rules of the Society may only be varied at the A.G.M. (or E.G.M.) provided that the proposed rule change is submitted to the secretary in writing and signed by the proposer and seconder(s) at least 21 days before the said meeting (proposer and seconder(s) MUST attend the meeting for addition or change of rule to be discussed.
The entrance fee and subscriptions shall be fixed annually at the A.G.M. all fees to be paid by the first Tuesday in June, or at a time specified by the committee and Membership secretary.
(4) Working parties are compulsory to retain membership of the society with the exemption of age (over 65) illness or extenuating circumstances. For exemption you should contact water management.
Senior citizens and junior members capable of light work are asked to help out at this time.
Working party dates and the minimum number of hours will be decided by water management.
Any member not completing working parties and wishing to rejoin, will automatically be placed at the bottom of any waiting list that maybe in existence (and repay their entrance fee as well as their subscription).
(5) Members Rule Books and appropriate rod licence to be carried at all times and shown on demand. The society will not be held responsible for rod licence offences.
(6) The committee shall have full power to act in any matter which they consider affects the interest of welfare of the society.
(7) A general meeting will be held on the first Thursday of June and September in addition to the A.G.M. Extra meetings maybe called by the committee. Members wishing to bring any matter to the attention of the committee may attend before any committee meeting to speak to the committee members, but should inform the Chairman or Secretary before so doing.
(8) Application for membership of the society shall be submitted on the form provided and given to the membership secretary when completed for scrutiny by the committee. Total membership of the society shall be fixed at the A.G.M.
(9) Any member holding a society trophy shall return it to the match secretary by the A.G.M.
(10) Every member must have an unhooking mat which has been dipped and laid out in their
swim whenever fishing.
(11) Senior members wishing to bring a friend to fish enclosed society waters may purchase a
privilege ticket from the secretary, treasurer or other authorised officer.
Tickets must be purchased before fishing
This ticket will entitle the friend to honorary membership for one day only (24 hours from commencement of fishing). The guest member MUST be accompanied by the member while fishing.
Members partners and children under sixteen years old will be deemed honorary members, but may only fish when accompanied by the member. Senior members partners and children may fish society competitions but will not be eligible for trophies.
(12) All members are appointed Bailiffs and may challenge anyone, on any of the society’s waters to produce their membership book. If unable to do so, they should be asked to leave. Where possible their names addresses should be obtained and passed to the secretary.
Unauthorised persons or trespassers found damaging society property should also be reported to NORTH WATFORD POLICE – 01923893000.
(13) No night fishing on the canal (B.W. Rules).
(14) Any member violating the rules of the society is liable to suspension or expulsion, provided they are given prior notice to appear at a disciplinary hearing. At least 2/3rds of the committee present must agree on any such disciplinary action.
(15) Exclusions of liability:- It is a condition of membership of the society that no servant or member of committee, of the society shall be held liable for any injury or loss which a member shall sustain in the exercise of his or her rights as a member, or which a wife, husband, daughter, son or guest of a member may sustain in whatever circumstances such injury or loss shall be occasioned.
(16) No fishing Pass’s Pond, unless authorised by the committee.
(17) Radios, Cassette Players etc. are not permitted on society waters (except personal radios/cassettes with earplugs).
(18) No guns or other offensive weapons (excepting bait catapults) shall be bought onto any society waters.
(19) Junior members may NOT night fish on any society water unless accompanied by a parent or guardian. (Night match excepted).
Night, being the hours between sunset and sunrise, Unaccompanied Juniors must not be present on the waters at this time, even if not fishing.
(20) No Junior to fish the main lake unless accompanied by a responsible adult, parent or guardian.
(21) No Junior shall be allowed in the fenced area of the outlet culvert except when accompanied by a senior member.
(22) All pike caught must be returned to the Main Lake only.
Baits
(1) Only Minnows, Gudgeon, Perch or Roach up to ten centimetres may be used as live bait while pike or perch fishing must be caught on the same water on the same day.
(2) The use of Bloodworm/Joker as a Bait/Groundbait on all society waters is banned.
(3) The use of Peanuts, Tiger Nuts, Black Eyed Peas and beans, Kidney Beans and Butter Beans is banned on all enclosed society waters.
Gaywoods Pool
As this is a small lake and heavily stocked, some additional special rules shall apply to this water.
(1) Cereal ground baits maybe banned from time to time on Gaywoods pool as the committee
see fit, for the prevention of de-oxygenation of the water.
(2) When cereal ground baits are allowed, no more than one kilo to be used in any one twenty four hour period. (check notice boards for details).
(3) No Optonics to be used.
(4) Ledger and floating baits must be on a free running rig.
(No bolt rigs, this includes floating pole).
(5) Only one rod or pole maybe used at any time.
(6) Each angler to have their own landing net and unhooking mat ready for use and to have
dipped for a minimum 10 minutes before each session. (A junior fishing with a senior on the same peg may use the same net and mat as the senior member).
(7) No rag or towel to be used to handle fish (wet hands only). Fish tobe unhooked in landing
net or on unhooking mat.
(8) No bivvies, tents or brolly tents.
(9) No boilies of any sort.
(10) Line to a maximum of 6lbs (or metric equivalent) and barbless hooks no larger than size 12 are permitted.
(11) Keep nets will only be used when permitted (see notice boards), and must be emptied after 6 hours, other than matches when the length of the match shall determine the time fish maybe kept.
(12) When Keep nets are permitted. TWO nets must be used. One for Silver Fish and Carp
under 1 lb. The second for all other Carp. If you have only one net, you must use it for carp only over 1 lb.
(13) Only fish in numbered pegs.
ANY MEMBER BREAKING THE RULES FOR GAYWOODS POOL WILL RECEIVE AN AUTOMATIC ONE-MONTH SUSPENSION FOR THEIR FIRST OFFENCE
Match Rules – General society rules apply with the addition of the following
(1) The draw will take place at the time and place stated by match secretary (on the match list). Members arriving at away matches after the draw has been completed, may fish the venue but not take part in the match.
(2) Drawing of numbers. Each angler will draw his/her number and no other.
(3) All society matches shall be pegged down where possible.
(4) All matches will start and finish on a signal e.g. horn or whistle.
(5) Matches will be fished all in with the exception of Pike, Game Fish, Eels and Grayling.
(6) Plumbing the depth will be allowed before matches, but not ground baiting.
(7) During the match a fellow angler may assist in the landing of a fish if requested to do so.
(8) All fish to be kept in a keep net only and no other container e.g. bucket.
(9) All fish weighed in at the angler peg and no other place.
(10) No Angler will be weighed in if there is litter in his/her swim (swim denotes 2 metres behind and peg to peg down stream) also at scales persons discretion.
(11) After a match any swim found to have litter in it, the angler fishing that swim will be disqualified.
(12) All local byelaws apply.
Disagreements to any of the above MATCH rules will be RESOLVED as follows:-
Any disagreements to match rules listed here, that are unable to be resolved on the day, shall be
brought to the committee for resolution at the earliest time possible. The committee’s decision on
any such matters shall be final and binding.
MATCHES ON OTHER WATERS
All the above rules apply plus any additional rules imposed by the owners of such waters.
Trustees
There shall be not more than four Trustees. They shall be appointed by the committee and all
Property of the Society, (other than cash, which shall be under the control of the Treasurer) shall
be vested in them to be dealt with by them as the committee shall from time to time direct (of
which entry in the minute book shall be conclusive evidence).
The trustees shall hold office for a period of 5 years or resignation or removal from office.
Removal from office shall be by a resolution of the committee, who may, for reason that those
Present deem sufficient by finding a failure of said trustee or trustees to carry out their official
duty in a proper manner. A vote of a majority of two-thirds of those present shall be required to
remove said trustee. Where by reason of death, resignation or removal, it shall appear necessary
for the committee to appoint a replacement trustee or trustees, the committee in conjunction with
the remaining trustees, shall by nomination with two-thirds majority appoint a new trustee or
trustees.
For the purpose of giving effect to such nominations, the Chairman is hereby nominated as the
person to appoint new trustees within the meaning of the Trustees Act 1925 and shall by deed
appoint the person or persons so nominated by the committee as new trustees of the Society and
the provision of the 1925 Act shall apply to such appointment.
Any statement of fact, in such deed of appointment, shall in favour of a person dealing bona fide
and for value with the Society or the committee be conclusive evidence of the fact so stated.
